Is express, air or ocean freight always best for a first order?

The appropriate option depends on the goods, package size, destination and timing. A small shipment can still have acceptance or delivery constraints. Compare suitable options using the same pickup and receiving points and a complete written scope, rather than selecting a mode simply because this is a first import.
