Should dimensions include pallets and protective packing?

Use the outside measurements of the complete shipping package, including pallets, crates and protection. Record gross weight on the same basis. If packing changes after a quotation, send the revised figures before booking. Freight and handling requirements depend on the cargo that will actually be handed over.
